European Online Tobacco control community for smoking prevention and smoking cessation
Purpose
? To interlink tobacco control professionals from within the European Union and with other countries by an advanced means of communication, in order to improve knowledge, promote discussion and maximise the impact of Quitlines and Tobacco Control programmes across the European Union. This process will mainly occur through information exchange and provision of news bulletins.
? To provide a secure service where each member is vetted by at least another peer
Required
? The applicant must have a sound knowledge and experience of at least 10 years in the field of Tobacco Control and an internal IT provision capable of providing the expected solution.
? ENQ seeks for the period between May 2006 and April 2007 a partner capable of offering all networking infrastructure and a wide range of news bulletins covering most aspects of smoking cessation and prevention.
? Communication streams should be available in at least English, French, German, Hungarian, Italian and Spanish as well as in additional languages according to the users needs.
? Membership administration should be completed by the provider who will take necessary action to guarantee that the applicant is a bona fide tobacco control professional or volunteer with no links to the tobacco industry. A traceability mechanism should allow the recap of a members application history.
? The provider should address in a timely manner all technical support questions that may arise from Community members. The creation of a database of frequently asked questions will be helpful to improve the quality of service.
? The provider will offer free web hosting and database hosting to any member or member organisation requiring such service. The service will include hosting of sub groups between web plus list servers that can be administered by the member of the community. Since data and traffic will be important it is required that the servers be located in a secure environment with access control.
? High level maintenance contracts for all the equipment is required in order to avoid interruption of services.
? The provider will supply tobacco control information by theme on a daily and weekly basis. The provider will have to form partnerships with expert NGOs and health bodies across Europe and internationally. as well as have its own team of journalists who are monitoring tobacco news on a daily basis. The provider should recruit network moderators and administrators in order to manage large volumes of members and data.
? The provider should set up a comprehensive membership directory including members profiles. The provider should develop a fully integrated web based and email based service in order to deliver information by several means:

? The service should be composed of news lists as well as discussion services amongst community members
? An archive of tobacco control information capitalising at least ten years of tobacco control info should be made available to the members of the community. This archive will be exclusively accessible to community members.
? A calendar of events should be available to community members and new databases should be developed according to constantly evolving membership needs.
? A database of smoke free places e.g. hospitality businesses that can be administered by the community members should be provided
? Daily news digests should be provided in English, French, Spanish and German
? A daily summary of information exchanges on all discussion groups according to the members subscription i.e tailored summaries should be provided.
Information gathering from all continents in order to better serve The European community and gateway to the existing international; tobacco control community with simplified user authentication.
